The IAP Conference “Science for Poverty Eradication and Sustainable Development: a Call for Action” took place in Manaus, Brazil, at the National Institute for Amazonian Research (INPA), on 3-5 December 2014. The event was coordinated by the Brazilian Academy of Sciences (ABC), in partnership with the National Academy of Medicine (ANM), and organized by the IAP Science for Poverty Eradication Committee (SPEC). Created in 2013, this committee is chaired by ABC and aims to discuss strategies to engage the Science Academies of the entireplanet in the efforts towards poverty eradication and sustainable development.
Additional support for the organization of this initiative, which included sessions on “Science for Food Security: Tackling the Challenge of Feeding the World”, “Science for Water Security: Enhancing Global Access to Water”, “Science for Health: Ensuring Universal Access to Health”, and “Building Equity through Social and Economic Policies”, was also provide by the United Nations Food and Agriculture Organization (FAO), the International Hydrological Program (IHP-UNESCO), the World Health Organization (WHO), the International Social Science Council (ISSC), the Sustainable Development Solutions Network (SDSN-UN) and the Brazilian Innovation Agency (FINEP).
Gathering 30 experts from 23 different countries, the conference focused on critical issues that most severely impact the poor. Despite the enormous advances made by the Millennium Development Goals, millions of people still lack access to basic living conditions for a dignified existence. Based on consistent policies it is possible to positively transform the lives of huge contingencies of populations, increasing quality of life of poor communities in less developed countries, and contributing towards the protection of globally marginalized people. Throughout the event, the mobilization of the international scientific community in the efforts to help eradicate poverty and contribute to the design of the Post 2015 Development Agenda, and subsequent implementation of the Sustainable Development Goals, was seen as a paramount challenge. Engaging the world’s science academies in this process is an important step in this direction, and is part of the core mission of the SPEC.
Another highlight of the conference was the final session on “Science for Poverty Eradication and Sustainable Development”. Senior UN advisor Jeffrey Sachs attended as key speaker, alongside representatives from eight science academies from Africa, the Americas, Asia and Europe, which provided the opportunity to exchange views and experiences, and reaffirm the commitment of engaging academies in the global effort aimed at the design and later implementation of the Sustainable Development Goals. This commitment was clearly embraced by all participants, and welcomed by Jeffrey Sachs, who congratulated the IAP SPEC for organizing the conference and highlighted the importance of IAP’s support in future UN meetings where the SDGs will be discussed.
A Conferência Internacional “Ciência para a Erradicação da Pobreza e o Desenvolvimento Sustentável: um Chamado para a Ação” foi realizada em Manaus, no Instituto Nacional de Pesquisas da Amazônia (Inpa), no período entre 3 e 5 de dezembro. O evento foi organizado pela Academia Brasileira de Ciências (ABC) em parceria com a Academia Nacional de Medicina (ANM) e o Comitê pela Erradicação da Pobreza da Rede Global de Academias de Ciências (IAP). Criado em 2013, este comitê é presidido pela ABC e tem por objetivo debater estratégias visando engajar as Academias de Ciências do planeta nos esforços em prol da erradicação da pobreza e do desenvolvimento sustentável. Também deram suporte à organização desta iniciativa a Organização das Nações Unidas para Alimentação e Agricultura (FAO), o Programa Hidrológico Internacional (IHP-Unesco), a Organização Mundial da Saúde (OMS), o Conselho Internacional de Ciências Sociais (ISSC), a Rede de Soluções para o Desenvolvimento Sustentável (SDSN-UN) e a Financiadora de Estudos e Projetos (Finep).
Reunindo participantes de mais de 20 países, a Conferência teve como foco temas críticos que impactam mais severamente as populações pobres. Em que pese os enormes avanços conquistados pelos Objetivos do Milênio, milhões de pessoas ainda não dispõem de acesso a condições de vida mínimas para uma existência digna. A partir de políticas consistentes é possível transformar positivamente a vida de enormes contingentes populacionais, ampliando-se a qualidade de vida de comunidades carentes nos países menos desenvolvidos, e contribuindo para a proteção de povos marginalizadas globalmente. Através desta Conferência e de outras iniciativas similares, pretende-se sensibilizar as Academias de Ciências do mundo para que estas ajudem a mobilizar as comunidades científicas de seus países, buscando envolvê-las na construção da Agenda de Desenvolvimento Pós-2015 e no posterior monitoramento da implementação das Metas do Desenvolvimento Sustentável.
O encontro teve início na manhã do dia 03/12. Na cerimônia de abertura, compuseram a mesa Eduardo Moacyr Krieger, representando o Presidente da ABC, Jacob Palis; Luiz Renato de França (Inpa); Michael Clegg (IAP); Marcello André Barcinski, representando o Presidente da ANM, Pietro Novellino; Alan Bojanic (FAO); Blanca Jiménez (IHP-Unesco); e Lai-Meng Looi (IAMP). Na sequência, foi realizada a primeira sessão do evento, “Ciência para a Segurança Alimentar: Combatendo o Desafio de Alimentar o Mundo”, que contou com a participação de Linxiu Zhang (China), Alan Bojanic (FAO) e Joachim Schiemann (Alemanha). Amr Farouk (Egito) cancelou sua presença em virtude de problemas médicos, mas encaminhou a sua apresentação, que pode ser acessada no link abaixo. Na parte da tarde, o assunto foi “Ciência para a Segurança Hídrica: Melhorando o Acesso Global à Água”, com palestras de Blanca Jiménez (IHP-UNESCO), Dipak Gyawali (Nepal), Katherine Vammen (Nicarágua) e Bai-Mass Taal (AMCOW).
No dia 04/12, mais duas sessões foram realizadas. A primeira, “Ciência para a Saúde: Assegurando o Acesso Universal à Saúde”, teve como conferencistas Lai-Meng Looi (IAMP), Garry Aslanyan (OMS) e Fola Esan (Nigéria). Paulo Buss (Brasil) também acabou não participando em decorrência de problemas médicos, mas encaminhou a sua apresentação, que pode ser acessada no link abaixo. Na segunda sessão do dia, com o tema “Construção de Equidade Através de Políticas Sociais e Econômicas”, os palestrantes foram Aya K. Abe (Japão), Jere Behrman (EUA) e André Portela Souza (Brasil).
Por fim, a sessão “Ciência para a Erradicação da Pobreza e o Desenvolvimento Sustentável” contou com uma apresentação de Jeffrey Sachs (SDSN), Assessor Especial do Secretário-Geral da ONU, seguida por um debate com as participações de Michael Clegg (EUA), Hernan Chaimovich (Brasil), Tim O’Riordan (Reino Unido), Ernst van Groningen (Suécia), Julian May (África do Sul), Bahru Zewde (Etiópia), Tilak Sharma (Índia) e Hyun-Ku Rhee (Coreia do Sul).
