Em 2018, a Academia Brasileira de Ciências (ABC) assinou um convênio com a Financiadora de Estudos e Projetos (Finep) em que foram garantidos recursos para a promoção da cooperação bilateral do Brasil com a China e com a Índia. O objetivo do projeto é abordar assuntos científicos e tecnológicos prioritários de interesse comum ao Brasil e aos dois países, visando atividades científico-tecnológicas para a produção de pesquisas conjuntas com os cientistas chineses e indianos, em benefício das nações envolvidas. Além disso, o convênio incentiva o desenvolvimento de C&T através de diversas ações de disseminação, articulação, cooperação e difusão da ciência brasileira no cenário nacional e global, buscando a promoção do conhecimento e o aumento da participação de cientistas brasileiros internacionalmente.
Já em 2019, a ABC e a Academia Nacional de Ciências da Índia (Insa) se engajaram em uma negociação com o intuito de dar continuidade ao acordo entre os dois países. Neste sentido, em fevereiro de 2019, ABC e Insa assinaram uma carta de intenção, que reativa a validade do Memorando de Entendimentos (MoU) original entre as duas Academias (assinado em 1996). Passado o período de troca de documentação entre as partes, teve início a organização de uma reunião/workshop sobre Ciências Matemáticas, coordenada, pelo lado brasileiro, pelo Acadêmico Marcelo Viana. Inicialmente prevista para 2020, a atividade precisou ser adiada em virtude da pandemia de Covid-19. Assim que possível do ponto de vista sanitário, as atividades de cooperação serão retomadas e será estabelecido o contato com o Departamento de Ciência e Tecnologia (DST) da Índia com o objetivo de se conseguir maior apoio e robustez para a colaboração bilateral entre os dois países.
O Acordo de Cooperação Brasil-Índia na área de Ciência e Tecnologia e a instituição de seu Conselho Científico têm origem no Memorando de Entendimentos assinado entre os governos brasileiro e indiano elaborado durante a primeira reunião da Comissão Mista Brasil-Índia, realizada em Nova Deli nos dias 20 e 21 de outubro de 2003. O documento classifica como áreas prioritárias a Biotecnologia, as Ciências do Mar, a Tecnologia dos Materiais, a Metrologia e a Tecnologia da Informação.
O Conselho – em sua parte brasileira – foi designado por Portaria do Ministro de Estado de Ciência e Tecnologia em 23 de janeiro de 2004. Cada governo designou um presidente, um coordenador para cada área além de representantes de organizações nacionais diretamente interessadas nas áreas prioritárias.
A atuação conjunta do Ministério da Ciência e Tecnologia, do Ministério das Relações Exteriores e da Academia Brasileira de Ciências inaugurou uma nova era, onde a Ciência, a Tecnologia e a Inovação passaram a ser reconhecidas como instrumentos fundamentais da política externa brasileira. Ao atribuir ao presidente da ABC e seus membros a responsabilidade de traduzir em programas, projetos e atividades os termos do acordo, o Ministério da Ciência e Tecnologia reafirmou o compromisso de mobilizar os cientistas brasileiros para participarem efetivamente dos esforços governamentais.
Nos anos de 2007 e 2008, foram realizadas atividades nas áreas de fármacos, nanomateriais, ciências biomédicas, computação, física e matemática. The Brazil-India Cooperation Agreement, in the area of Science and Technology, as well as the institution of the Scientific Advisory Council, originated in the Memorandum of Understanding signed between the Brazilian and the Indian governments. This document was elaborated during the first Mixed Brazil-India Commission, which occurred in New Delhi on the 20th and 21st of October of 2003. It was then agreed that the priority areas in Science and Technology would be: Biotechnology, the Sciences of the Ocean, the Technology of the Materials, Metrology and the Information Technology. The Council – composed partially by Brazilians – was appointed by Ordinance of the Minister of Science and Technology on the 23rd of January of 2004. Each government appointed a president, a coordinator for each area and representatives of national organizations directly interested in the priority areas. The joint actions of the Ministry of Science and Technology (MCT), the Ministry of Foreign Affairs (MRE) and ABC, launched a new era where Science, Technology and Innovation became acknowledged as essential instruments of the Brazilian foreign policy. Upon designating to the President of ABC and its members the responsibility of translating the terms of the agreement, into programs, projects and activities, the Ministry of Science and Technology restated the commitment of mobilizing the Brazilian Scientists to effectively participate in the efforts of the MCT and the MRE. The Brazil-India Program is a successful model for the implementation of the cooperation programs, above all with regards to the cost-benefit issue. 6th Meeting of the Brazil-India Scientific Council was held in Bangalore in India. The delegations were headed by the honorary president of the Jawaharlal Nehru Centre for Advanced Scientific Research (
