The National Council for Scientific and Technological Development (CNPq) and the Third World Academy of Sciences (TWAS) hereinafter referred to as "the parties";
CONSIDERING the necessity to foster scientific and technological cooperation among developing countries, the parties have agreed to establish two joint fellowship programmes.
ARTICLE I
A total of up to 50 fellowships will be offered per year, comprising 40 postgraduate fellowships leading to a Ph.D and 10 fellowships for postdoctoral research.
ARTICLE II
CNPq and TWAS will be responsible for the implementation of the fellowships in institutions of education and research throughout Brazil.
ARTICLE III
The fellowships will be granted in one of the fields of natural sciences: Postdoctoral fellowships for 6-12 months and Postgraduate fellowships leading to a Ph.D for up to four years.
ARTICLE IV
Applicants for doctoral fellowships should:
- be permanent residents in a Third World country
- be a maximum age of 30 years
- hold as a minimum qualification a Master's degree or equivalent
- not take up other assignments during the period of his/her fellowship
- be financially responsible for any accompanying family member.
Applicants for postdoctoral fellowships should:
- be permanent residents in a Third World country
- be a maximum age of 40 years
- hold as a minimum qualification a Ph.D degree
- not take up other assignments during the period of his/her fellowship
- be financially responsible for any accompanying family member
Applicants for doctoral or postdoctoral fellowships are expected to return to their home countries upon conclusion of their programmes. The applicants for postdoctoral fellowships should be regular employees in developing countries and hold a research assignment.
ARTICLE V
TWAS will be responsible for providing travel support to and from Brazil.
ARTICLE VI
CNPq will be responsible for a monthly payment to cover accommodation and living expenses.
ARTICLE VII
TWAS will be responsible for the general administration of the programme. Applications can be submitted to any of the two parties but shall be screened at first instance by TWAS. Any final decision will be taken after consultation with TWAS, CNPq and the host institution in Brazil.
ARTICLE VIII
All visiting scientists will be asked upon completion of their visit to submit a report to CNPq and TWAS on the work carried out.
ARTICLE IX
This Agreement can be modified by mutual consent of the two parties at anytime.
ARTICLE X
This Agreement of collaboration shall be in force for an initial period of five years from the date of its signature. It will be renewed automatically at the end of that period unless either party gives at least six months prior notice in writing of its intention to terminate the Agreement.
